key repeat at slow connections

On slow connection users sometimes have key repeat.
On very slow connections it happens always, almost any key  press appear
several times,it very annoying.
It happens on 8 colors too and on many clients,
I use vnc enterprise 4.4.1 client on windows,server enterprise 4.4.1 on redhat
linux enterprise 4.5-4.7

Some workaround? How can I prevent such behavior?
I understand well that on slow connection it cannot work quick, but why it
repeat keys?
