The key-repeat problem on xorg VNC-enabled server

We have seen similar, erratic key repeat problems before. In our
case, the root cause was a very slow network connection, especially
in upload direction towards the VNC server. Or the keyboard setting
on the VNC viewer, client side: highest key repeat rates and shortest
key repeat delays.
There is much which can be done about the former. But throttling
down the keyboard configuration helped avoid the problem.
