Stop Randomising VNCViewer port

Hi Vishal,

The port number you are looking at is the _source_ port at the viewer end,
which is random so that multiple viewer connections may be made from the
same computer simultaneously - this is standard practice when using TCP.

Your Network Manager is talking about the _destination_ port, which is the
fixed port number on which VNC Server accepts connections.  You'll need to
set your VNC Server to use a port that your school lets connections out to
do be able to access it from there.
