Would like to tell WinVNC how big the view window should
be, and where on my 3 monitors I would like the window to open

WinVNC only shows the dimension of the monitor where VNC server
is run. Of course, it's possible to change the server monitor's
dimension, but only when it's supported.
For example, the monitor of the computer where VNC server is run
can only support 800x600 and 1024x768 and it's current set at 800x600.
Now, you're opening a VNC client in your computer whose monitor is at
1600x1200 but that doesn't mean you could open a VNC at this
resolution. Because the current resolution on the server side is
800x600. You could change the server side monitor resolution from
800x600 to 1024x768 (but your VNC client session will probably break
and you'll need to reconnect it quickly) but not to 1600x1200.
The letter V in VNC is virtual, but that doesn't mean "virtually
anything"! Please wake up. No time to day-dreaming!
No idea for your points 2 & 3 .... you might need to reprogramme
VNC client if you like.
