Can not connect to a VNC Server - Update

When we use "VNC Server (User Mode)" we can connect.  If I switch back to "Service Mode" we got the same error listed below.
   
  This started to happen when we took a Ghost image of a HD that was going bad.  Replaced the HD and restored the image.

What O/S is it in? Have you changed any network parameters?
