NO! For the display memory only, the use is 4 * 1280 * 1024 = 5242880 
Bytes = 5120 KBytes = 5 MBytes. This is used for the display memory 
only. Xvnc (the binary started from vncserver) also needs space for its 
binary and other variables. It incorporates a complete X11 server.

If you start vncserver, it starts a tiny window manager that also uses 
some memory. In there, you most likely want to do something so you might 
want to start an application. The windowmanager and other applications 
do need their space too.
