It is really difficult to dedicate the port for each user. As we have
lots of users.

Gurjit,
I belive what you're asking for is achievable, if you're willing/able
to dedicate a specific port/vnc-display to each user. Take a look at
the Xvnc man page "USAGE WITH INETD" section, specifically where it
talks about inetd "wait" mode.
