Direct instructions for connection

I have used VNC many times and for some reason, can't seem to connect to  
another remote computer. Can someone help? 
 
Are there any direct instructions on starting a session up. 
 
I know that computer A (the computer who is trying to connect to another)  
needs to start the viewer. 
And computer B (the computer being connected to) needs to run the server is  
user mode. 
 
Is that not correct? Anybody with good step-by-step instructions would be  
greatly appreciated.
