Last I knew, running multiple VNC sessions on windows requires remote
terminal licensing, tricky setup, and (I think) doesn't scale as well.
However... possibly you can run the applet under wine. I access several
normally-windows-only apps across a wan via vnc and wine on a linux
server in this way. It is possible you'd need to have codeweavers'
for-pay version of wine on the server, but naict, it's inexpensive,
and not session-limited.
Googling, I see that there also exist howto tutorials on installing
internet explorer on vanilla, free wine, so you could trade off fiddling
with it youself, for getting codeweaver's pre-packaged version.
There are also other products for running windows apps on linux,
but wine is probably the simplest and most straightforward, in terms
of how much extra windows and extra licensing of this-and-that is required.
