VNC connection limits (Windows 2003 Server)

Have a Windows 2003 Server running VNC server.  Remote
users connect to the server using a web interface with
a java-enabled VNC window.

The issue: The max number of VNC connections seems to
be capped at 10.  The machine is definitely current
and capable of more (P4, 4GB of RAM, dual processor).

Could it be a CAL thing?  Any
suggestions/work-arounds?
