Hello Ben
One other (rather obvious) thought occurred to me.
Do you see the same problems if you connect to the "dodgy" PCs inside the 
router/firewall?
This would help to eliminate/confirm one potential problem area, from 
router/telecomm provider/ISP to your machine.
