Add Client Without Server Session

Scenario:
I want to have a VNC server behind a firewall automatically connect to a VNC client outside that firewall. I can do this successfully using the VNC server "Add Client" function and Windows' Scheduled Tasks. However, this configuration requires the VNC server to have an active session, i.e., there must be a user logged in to the server for this to work. Is there a way to configure VNC server so that it will add a client even if there is no user logged in?
My current configuration has VNC running as a service under the Local System account. The scheduled task is a batch file containing the following command:
winvnc4.exe -connect mysubdomain.homeip.net::<port>
As stated above, this works as long as there is an active session on the server. If there is no session, the connect command executes without error but the client is not added.
