vncconfig cut/copy/paste to load automatically on RHEL4 server WinXP viewers

Help,

I have been trying for several days to get cut/copy/paste working 
between a vncserver running on RHEL4 with kde and user running WinXP 
viewer.  My /etc/vnc/xstartup had

vncconfig -inocic & in it.

I tried vnconfig, vncconfig &, vncconfig -nowin &, and all combinations 
with and without the &.  The cut/copy/paste if I log in and open a 
terminal session and type vncconfig.  I get the little window and can 
cut/copy/paste between computer.

When I try and do this automatically, it does not work.  I have the 2  
flags (acceptcuttext and sendcuttext ) in the etc/vnc/config.

Any thoughts
