changing language on remote computer

Hi,

I posted a message almost a year ago.
My problem is that I have a program that changes the keyboard layout (from
English and back to English) by itself.
When I connect to that computer with VNC the program changes the remote
computer's language but when I write with the connecting computer it's
language overwrites the remote language's layout with the connecting one's.

Is there any way to let the remote computer "choose" the language ??? and
not let the connecting one change it ???
