Connect from any IP

Okay so I read that the default is to allow any IP address to connect to the 
VNC server without putting their IP in the Properties > Connections tab, how 
do I restore this default? (I ask because I have no connections in that list 
and users cannot connect to the server with me adding their IPs to that 
list)
