I'm not sure where you got that path from. Maybe you mean to be editing
/etc/sysconfig/vncservers?

Did you verify that Xvnc was actually running?
ps waux | grep Xvnc
[Tao] Actually it is not running which is also my problem. I run the
following to start the vncserver, please let me know if this is not
correct.
/usr/local/bin/vncserver ----- this reports the following errors in the
Log file described below.

It looks like you need an older library. The name of that RPM depends
on what version of Red Hat you have (you didn't specify). On my RHEL
v3, this command would work:
up2date -i compat-libstdc++
[Tao] Which should I edit after entering this up2date command interface?
