Connection Refused

Ok, I just had the better half go to the RealVNC website and the test page -
even though the server is set for ports 5900 and 5800 (Java) - it FAILS.
So, this has to be what the problem is... but how do you fix THAT? Under
UNIX, I'd have a good idea what to do, but on Win2K, I've no idea.

I've gone from timing out trying to dial into my home system, to "Error
10061: Connection Refused." That's at least some headway.
I haven't the foggiest why it would refuse the connection (I'm using the
Personal Edition, latest version) - Originally, it was working, then just
quit. After three weeks of timing out, now it refused the connection -
NOTHING has changed. I'm using DynDNS and the updater has no problem finding
the public and local address. Even if I try making the connection from
within the network now, I get the refused error.
I've checked the permissions, shares, etc. What am I missing???
