TLS Support for VNC

I managed to rework the TLS VNC patches, so that they only
use only one security type:

It is working, but not finished.

It introduces a new security type, which implements a security type selector of a bigger namespace (2^32-256).
It gives the best flexibilty for specifing combinations of allowed security types. 

Comments are welcome.

I have not seen any work from VeNCrypt, except a request for a security type.
Maybe it is possible to merge my work with VeNCrypt.
