Can't Connect to VNC Server Personal Edition

I am struggling to get VNC Server working I've tried everything I can think
of.

I am using the current versions of Personal Edition 4.1.2 VNC viewer and
server. I purchased one license for the server. Server is installed on a
WinXP SP2 box with Norton Internet Security and an Actiontec DSL router. I
configured the Server to run in User Mode and I can telnet into 5900 and get
the RFB message back. I setup the router to allow port forwarding on the
local IP number port 5900. I cannot connect to the WAN IP number of the
Server machine using VNC Viewer. I can't even ping that address at all from
my viewer machine. My viewer machine is also WinXP with SP2 and a Linksys
router.

I've tried a number of things to get it to work and nothing helps. I turned
off the WinXP firewall. I set the router firewall to basic which is just
NAT only. I turned off all the various features of Norton Internet
Security. I switched from service mode to user mode for the VNC server. I
tried configuring the router in DMZ mode. I've read through this list for
September.

Any other ideas? Thank you very much.
