Xvnc terminal session - desktop loses menubars

Using FC4 server and Windows XP client.
I created a Xvnc terminal server on FC4 as outlined on the Gentoo wiki.
 Generally it works ok.  One problem that I'm seeing is that after
changing my desktop theme, now whenever I login remotely using vnc
viewer my desktop appears but without any menubars.  Just the desktop
and desktop icons - nothing else.  So I have no way to select from the
Applicatons menu.  Now if I start a second remote session then the
desktop appears with the menubars but they have the original
(bluecurve) icons showing.  What's even wierder is that if I log out of
the first session then the second session immediately changes to show
the correct theme icons on the menubars.  Is this a vnc problem or a
gnome problem?
