Dean,
the SSH server should be running on the VNC server side. But it doesn't have
to be running on the same computer with the VNC server installed. 
Visiting www.openssh.net might be a good idea, since it has all the docs to
help you getting started as well as free SSH binaries. 

By the way, I'm also recommending you to take a look on the Vandyke Vshell
SSH sever (www.vandyke.com). This is commercial SSH server, but it's
powerful and in the same time easy to setup and use even by novice users.

You also might want to take a look on our VNC Manager, which is the only
product available that has built-in support for tunneling VNC sessions via
SSH. But you still will have to setup a SSH sever.
