It does not specify the format of the distribution, though. By simply
creating a piece of software and making an RPM to install it doesn't
make it GPL. It can be ZIP, TAR, or anything that the author wishes.
Nothing was left out of the source code. I've compiled it myself many
times. You have no grounds for these accusations.
