Cannot get VNC 4 (server) to start when windows starts

I had to replace my harddrive and reinstall windows xp and all programs. 
I downloaded VNC 4 and installed it and want the server machine to have 
it start up in the user mode. But unlike previously it is not found in 
the system tray on the server machine and must be started manually.

I have the latest version of Norton antivirus and SP2 (with the firewall 
disabled). Is there a setting or configuration that I have not yet found 
that will run the program (server in user mode)?

Should I uninstall the program and reinstall in case something got 
corrupted during download or installation?

Any input or guidance would be appreciated.
