It depends on how you turn it in.  Quoting the documentation:

Prefer On: Creates encrypted links unless an incoming VNC Viewer has its
settings as Prefer Off, in which case the link would be un-encrypted.

Always On: Forces all viewer connections to be encrypted. Legacy viewers
cannot connect when this setting is used.
