encryption & personnel edition

Personnel edition server, personell edition viewer & free edition viewer
 
If the server is set to allow encryption, will it still allow the viewer to connect without using encryption.  Ultravnc was allowing me access even though encryption was set on the server and I didn't think for security it shouldn't of been allowing me to connect.  
 
also is it possible to use 256bit encryption instead of just 128bit.  or would this cause the the data transfer to slow down to much.
