Root GUI access?

Some new information on this problem.
I CAN log into VNC as root and have no issues running any gui tool i want
I CANNOT log in as joe user and then open a gui tool requiring root
authentication. I get the screen to provide the root password, I
provide it, but the tool doesnt display.
I have no problems with this if logged into the local console.
