That is not a behaviour you will ever see.

VNC Server will *either* return "Too many security failures", without
prompting for a password, *or* will prompt for a password and then either
let you in or return an error.

Too many security failures means that you have failed to supply the correct
password more than a certain number (usually five) times, and so you must
now wait for a timeout (initially 10 seconds) before it will let you try
again.
