NT Domain Authentication not working unless user is also local admin

I have a Windows 2000 Server box with WinVNC4 running as a service. I
have added an Active Directory group to the list of permissions for VNC
Server. When a member of that group tries to connect with VNC Viewer 3.3
they receive the response: The connection closed unexpectedly. If I add
that user as a member of the server's Administrators group they are able
to login without problems.

Is this a feature of VNC? Only allowing those with administrator
privileges to connect?

Thanks in advance.
