Gerard:
1) Does he have VNC Server installed/running? If not, have him install
and/or start the server
2) It sounds like your brother has a router, and VNC is being blocked by the
router. Have him (temporarily) punch a hole in the firewall by routing port
5900 to his PC. You'll have to tell us what kind of router he has if you
want specifics on how to do that. Best bet is to check the router
manufacturer's website to find out, or use some sort of tunneling app
(STunnel) to tunnel VNC through an open port.

Hi All,
 
Can anyone tell me how to connect to a PC over the Internet?  I am trying to
help my brother fix some things on his PC remotely (he is running Windows
ME).  He can gave me his modem's IP address and I can ping that OK.
However, that is the IP of his DSL modem yet his PC is actually assigned a
192.168.#.# IP (must have been assigned using DHCP). 
 
So, when I try to connect using the viewer or via a web browser, I cannot
connect.  Is there some special format required in this situation? I used
his modem's IP in hope that his PC would see the incoming connection.  I'm
pretty sure that everything is configured correctly otherwise.
 
Below does not work (where #.#.#.# is the modem's IP):
viewer:  #.#.#.#:0
browser: HTTP://#.#.#.#:5900 or http://#.#.#.#:5800
