Newbie: Cannot connect from XP machine to Linux machine

Thanks again for the reply.
I tried to telnet the FC3 box, but it fails 
The error message is

Connecting To 172.16.13.123...Could not open connection to the host,
on port [5900]:
Connect failed

I am able to ping the above stated IP address.
Could you please tell me, how can I make the VNC server running on the
FC3 box, on the specified port (5900 in this case).
