Yes. The default is to accept ANY connection. If someone has changed the
settings from the default, this would cause the problems you are describing.

  I can only connect to a host if the remote PC's IP address was address to
the host Properties --> Connections tab in advance.
   
  Is it possible to connect to a host from any IP without adding these IPs
to the host in advance?
