Off the top of my head, I can think of several possible problems:
1) there is a firewall between the internet and the machine you are trying
2) The firewall is configured to let you through, but you haven't configured
the Windows firewall to permit VNC
3) You're trying to access a machine with a "private" IP address over the
internet (not likely since you can ping, but it's still a possibility)
4) Somehow VNC got shut down on the machines you are trying to access
Please provide some more information regarding how the target/server
machines are connected to the internet and how you are trying to access
them. i.e. do you have a VPN through a firewall, are you sure that VNC is
allowed through the firewall (if any) etc?

I have couple of sandboxes to work on. While I was on the LAN of the
company, I don't have this problem.
I'm connected from Cable Modem to the Internet using Comcast Cable ISP.
I can ping the machines but I can't connect to them.
The error message I keep on getting is "UNABLE TO CONNECT TO HOST:CONNECTION
What to do, where is the problem, the ISP or my machine( the client is not
It is a Windows XP machine that has VNC trial version is installed.
