preconfigured VNC Viewer

Hi,
I need to give some remote users access to a system
which they need to be their physically to make
changes. I thought VNC is the best way to do
things..but later noticed that some userts were trying
to shadow other PC by using VNC Viewer.
Is there a way where the IP address or the Domain name
of the PC can be hardcoded in the viewer and users
cannot change it.
I tried AuthHosts key in the registry but doesnt do
anything still users can still shadow.
