Problem accessing VNC Server behind ISA Firewall

I have a user who needs to connect to a VNC viewer.  We are behind an
ISA firewall, and I have opened port 5500 outbound.  I am closer to
connecting, but still not getting there.  I get the Attempting to
Connect to host, but an error pops up indicating "unable to connect to
host: Connection timed out (10060).  I've also tried opening up port
5900, which was also unsuccessful.  I have never used this application
before, and only one user needs it.  Any help would be appreciated.
