Connecting to a PC behind a firewall

I've been using VNC successfully in an intranet network for some time. 
I've also been able to access my home PC from my office but there I have 
control of the firewall at both ends and I'm able to open up the 
appropriate ports. Now I'd like to be able to hook up to my daughter's 
PC at college and I'd like to clarify if this is possible. She is hooked 
up to the college's broadband network so she is behind a firewall with 
no access to port configuration. Is there a method of her initiating the 
connection from behind the firewall and providing access to her PC using 
VNC? My guess is that the firewall the host PC is behind must always 
have ports opened for access.

In this circumstance is the only alternative GoToMyPC?
