I haven't ever tried ICS with VNC, anyone else?
I guess my first recomendation would be this instead, if possible
Modem DSL

------Router------
| |
PC1 Server
In my opinion this is a much easier network than using ICS(internet
Connection SHaring)
plus routers are cheap!!
