Connecting VNC through the internet

I tried everyone's suggestion, and for whatever reason I still cannot 
connect through the internet using VNC.

We have narrowed it down to an issue at the client end, being the one run on 
my mother's PC.  Being that we tried to access her PC from work, where we 
use VNC already, and got the same timeout error.

If there are any other suggestions, I would be very happy to hear them.
