Starting service in windows safe mode

when I try to start the "VNC Server" service in windows safe mode (with
networking) in the services toolbox in windows, I get an "Error 1084:
This service cannot be started in safe mode" 
Starting the service in safe mode is important to be able to give tech
support (clean viruses and such...). 
 
Any ideas on how to make sure the service starts under safe mode too?
Is the service relying on other services that do not start in safe mode?
