Any Help Would Help - linksys rotuer

Any help would be appreciated...I found out from my ISP that my Public IP is different from what the PC is telling me it is.  
 
Sooo   I tried to connect with the viewer with the static IP address that my ISP gave me but still nothing...any advice...Publci IP ends in 193...the one I'm getting from the PC says it ends in 219   what's the deal...hwo do I get this fricking program to pierce the fircking firewall and work???!!!
