Windows XP, VNC, Ports and Display numbers

When running vnc on WinXP. Im unable to use a different display/port number, 
unless Im actually logged in as a user. When logged in as a user, I can 
change the display to 1, open 5901 and point it to the machine, and it 
works.  If I reboot the machine, and leave it at the login screen, it no 
longer uses the display number and reverts back to 5900 until I log in as 
that user again. I am able to get to the machine using 5900 when at the 
login screen, but I want to use display 1/port 5901.
Any ideas?  Is there a fix to this? Thanks.
