Allow Shutdown not in system registry

Elke,

When running in Service-Mode under Windows NT/2K/XP/2K3 and so on, VNC 4 can
only be shut down via the Service Control Manager.  Under 95/98/Me, it can
be shut down via the Start menu, regardless of the user.
