Actually, you're both (half) right. For VNC 3.3.7:
Under Windows XP, removing the key under Run will stop the service helper
running. The service itself is run by the Service Control Manager.
Under Windows 9x, the service helper isn't used, so there is only a
RunServices key, which runs the service - removing it *will* stop WinVNC
from running at startup.
Items under the Run key only start when a user logs in, by the way, which is
not the same thing as when the system starts.
