different policies for different connections

We have an app that we run on our machine with a vnc server, and then
just use a full screen viewer on the same machine to view it. This is
handy because we need to restart X when we calibrate the machine's
touchscreen, and it also allows remote connections to access just the
app running in the server.
However, some remote connections, really seem to slow the local viewers
updates down. Is there anyway to tune it so that the local viewer is
always quick and fast, regardless of how many and what quality the truly
"remote" connections are?
TIA
