ARM Terminal application

OK then VNCers. Try this one.
We are weary of trying to support a non-standard browser on a an
ARM-based "terminal device", (which is most definitely not a PC), and we
are looking at implementing a VNC client on the terminal instead, and
connect to a remote browser running on an "appropriate platform" with a
standard browser.
What's the best way to serve hundreds of these terminals..?
A Linux box running multiple Netscape sessions into which the VNC
terminal clients can connect seems like one obvious answer, but is there
anything anyone has tried that is more subtle..?
Has anyone any guesstimates as to the max number of remote VNC sessions
a single box (dual XEON 3GHz) could host?
