VNC seems to cause GNOME apps to not be able to open
network sockets

I am using Red Hat 8.0 and the version of GNOME that shipped with Red Hat
8.0 (I cannot find a way to determine what version of GNOME is running;
clicking on "About GNOME" in the task bar does not say what the version is).
We are still using Red Hat 8.0 because of some vendor tools we are using
currently only support Red Hat 8.0.
I have posted the same question on the GNOME User's Forum "Desktop Help"
forum, but so far there has not been any information posted that explains
why this is happening only when the VNC 3.3.7 server is running.
I have tried running KDE 3.0.3 at the console display (display :0) and then
configuring the VNC server to use GNOME. When the VNC server is running in
this configuration, none of the applications exhibit the six to ten second
delay when launched (including GNOME and KDE apps).
