I prefer the setup as on http://www.sourcecodecorner.com/articles/vnc/linux.asp.

It obsoletes roughly all user-specific settings.

Use the Xvnc option to point to the vnc-password file to point to any other file 
you want. BEtter not use root-s vnc password file but use dedicates ones.
