Keymap problem

I'm trying out vnc for the first time but finding problems with the key
mapping.  I'm running vncserver 3.3.7 on Debian.  Whether I run a client on
another Debian or on Microsoft, the key mapping is entirely wrong.  There's
scarcely a key that produces the desired character.

Running xev in the viewer shows that the wrong keysyms are arriving.

Running xkeycaps in the viewer doesn't seem to work.  
Exchanging keys just doesn't work.

Can anyone help?  Any pointers would be appreciated.
