I have emptied the Application Event Log on the problem server but I am
still unable to connect to it. The viewer prompts up the message: "Unable to
connect to host: Connection refused (10061)".

Check that the Application Event Log on the problem server is not full - VNC
Server 4b4 for Windows will quit if it finds itself unable to log
connections properly, rather than risk having un-logged connections made to
a server.
