why does VNC take so long to kill

vncserver :2 -blah -blah -blah
vncserver -clean -kill :2
vncserver :2 -blah -blah -blah

This is not really doable. Because the second line (the kill) seems to 
take a long time to clean up. We've noticed about 60 seconds seems to be 
the magic number that you have to wait after killing before restarting a 
server on the same address. What is the deterministic way to restart a 
vncserver on a specific display number?
