Registry settings for 3.3.7 & 4.0

We have a mixed environment with some 3.3.7 and some 4.0.  We need
create a registry entry that we can push down to every system that will:



1.	Set the default password
2.	Deny shutdown
3.	Deny options menu
4.	But allow 2 & 3 for Administrators.



Is there any way to do this?  I understand that the allowproperties key
doesn't work in 4.0, so how will I be able to make one registry entry
file that can be ran at a startup script that will do this?
